I'm trying to get a handle on what psychological studies have been performed
to assess people's perception and irritation level due to sudden changes in
light level caused by disturbances on the power system. My only benchmark
is a study performed in the 1930s by GE and some electric utilities. In
that study dealing with incandescent lamps, experiments were conducted with
people who were reading while the supply voltage was decreased by a few
percent. Statistics were then gathered based on the number of people tested
and also based on the frequency of occurence.

I'd be interested in any references, texts or papers that those in the
visual science area might be able to point me to. Many thanks in advance.
