Subject: for Hoover Chan

Dear sir Hoover Chan,

My name is Iouri POPOV. I am the head of the laboratory on problems
of colour of the Institute of Physics and Applied Mathematics of the
Ural State University. I am interested in the problems of colour
measurements and colour vision. It is one of the research trends
of our institute.

I ask you to render me the help to visiting of the United States to
carry out joint research in U.S. universities or research institutions.

More detailed information about our researches:

During the last years the method and instrumentation of high precise
control of colour vision parameters were worked out in our laboratory.
The sensitivity of this method is sufficiently higher than of the
traditional methods. For example, the sensitivity of determination
of deviation of the colour vision parameters with the use of the tables
of Rabkin (or Ishihar) is 100 times lower.

Our method allows to take a precise test of the colour vision of
workers, who sort the finished goods or raw materials by their colour
characteristics, and to carry out the professional selection of
operators, who make visual observations.

The method and instrumentation of high precise control of the
colour vision parameters, which were worked out in our laboratory,
were successfully examined and used in the Center of Cosmonauts
Training on the board of the orbital stations "Salut-6" and "Mir"
and in other scientific-research organisations.

At present our laboratory works on the problems of feasible diagnostics
of different psycho physiological states of a man and some diseases
(for example schizophrenia) at earlier stages on the basis of information
about the small deviations of the colour vision. The traditional methods
cannot give satisfactory results on this score.

Sincerely,
Iouri POPOV.
